The city's investment will be sourced from existing hospitality and tourism tax revenues.

The council's decision was not without controversy, passing by a 7-3 margin, demonstrating a mix of strong support and substantial skepticism among council members. Despite the Panthers' subpar performance since Tepper's acquisition of the team in 2018—accumulating a 31-68 record and cycling through six head coaches—council members emphasized the value of the Panthers to Charlotte's economy and community spirit.

Last season, the Panthers finished with an NFL-worst 2-15 record. Yet, the council's approval of this substantial investment underscores their determination to keep the team in Charlotte through 2045.
